The payment would be per App. As I would be uploading the app to my account, so you need to provide me the apk files for the updated version and I would upload it. Also, you could just hijack someones app and insert malwares/ads if the app became really popular.A real developer would need a full account of his own to update and control their apps, answer reviews and etc. Not that good idea to have someone to upload an app for you and have full control on your product. Also isn't it kind of a hassle for the both side? Especially when there's an update from time to time.
