These restrictions are imposed generally for new accounts and also relative to some countries PayPal operates in. If the money is in Paypal, you are safe, you can get them back after the holding periods.

Getting Verified helps keep PayPal more secure for all users, and is an important part of being able to use all of the features of your account.
Your account might be a unverified one. You can verify it and paypal will release the funds. You can also check the terms and conditions in paypal forum to get more help. If your money is in paypal, dont worry. it will be safe with them. Try contacting paypal for it or wait untill they are released.
