That’s because a hard-fork requires everyone to upgrade simultaneously and Core cannot force people to do that. It’s an impossible compromise. It’s like me saying I’ll do something for you if you get me a date with Taylor Swift – you probably can’t do that. Full nodes and end users are just as important or more important to keep bitcoins decentralized and stable (in terms of the tech, not the price obviously).

Agreed I don't think miners should be allowed to hold hostage the entire chain so easily just beacause they have computing power What about the end users? There is also concern about the effects of larger blocks on the nodes ability to propagate information. There was a developer that said it could have a negative effect unless there was a "sweet spot" found.
