Is there a service where I can buy prepaid by paying bitcoins?

I don't need a physical card, just need the details to order from ebay.

You sound like you have done this before so I am wondering if you could help.

You can use the cards to make payments but not to withdraw funds from PayPal to the cards. The thing is if you read PayPal policies you will find that for some countries, only adding cards issued in that country is possible. Let say you're Italian, you can only add a card issued by Italy. So it really depends on the country you come from.

Yes you can create your virtual cards on the manybof the sites available in the crypto world. The one which I trust most is tenx, bitpay, hashflare etc. Google the names and you will find there services easily. The official announcement can be found under alternate crypto currency discussion if you want to research more snout them. They will provide you bitcoin debit card in both the firms that is virtual and physical, choice is yours.

Well I just need some $5/$20 prepaid visa/mc card and to pay with bitcoin for that..

Is there any trusted list of such services (including physical cards)? Also how are they regulated? Is there any chance to get this card annonimously (at least from your own government)? It seems a bit unsafe if any issues will happen.

Yes, I am using UQUID since past few months and never had any issues with it so far. They charge $1 one time for issuing such e-card and $1 charge for maintenance each month. I don't have any hesitation to recommend you their service as I am satisfied with it. I use it mainly for Facebook advertisements and I top up that card using Bitcoins.

That looks all of the services will be asking your idea, I have no idea with those services are really anonymous and I can say that was just a rumour. Or you can try a prepaid card that has used the altcoin as an alternative for bitcoin.

Offline locally, depends where you are.

Also if you buy online you have to make sure they ship to your location.

As I was saying, look in the "service section" you will find all that you want to know. All those cards are issued by Wave Crest Ltd which is owned by VISA Intl (they bought it last week).
You need to provide some ID documents once you reach the limit of 250$, before May 2017 the limit was higher. and for some countries (at least mine) you need to be verified before to get the card.
Those cards can not be delivered to all countries so this is something you need to check as well

So with wavecrest.gi I can pay with Bitcoin and get Virtual Visa without ID's?

You sound like you have done this before so I am wondering if you could help.
Paypal is not a good way to purchase Bitcoin, although, there are a couple of websites that do that.
Try at LocalBitcoins, you are required to show ID and have a verified account most likely. I've also heard Paxful and Virwox. Do your research and see which one of them is the most convenient and trusted for you.

I am not sure if they have changed their rules & regulations of not but I haven't given any details or ID cards other than name and email address to them and still, I am able to use my card without any issues.

There might be KYC verification required after a certain limit but for me, I usually don't cross that limit so never had any verification issues.

I am going to provide a shame-less plug (spam?) for BTCPak.com. There you can purchase a MoneyPak for Bitcoins. You can then use that to load numerous prepaid cards that you can purchase at Walmart or pretty much any local convenient store.
