I would choose federalism. Federalism will equally divides up power between a strong national government and smaller local governments. Employment will be dispersed and a lot of people will benefit from it. From then, poverty rate in the country will decrease, crime rate will decrease, people will be more satisfied in life. Not only the powerful people and strong national government will have the power and can experience a good and satisfying life, even the people in the small local government have the life that everyone of us wants to have.

Of cours democracy. But it wouldn't function normally if citizens are not very wise(that's what happening now all over the world)....

I prefer democracy because in this system the people are powerful in the sense of the people, by the people, and for the people themselves. So there will be no dictatorial and absolute power. :)

LOL. Democracy and Federalism are entirely different things.
A Federalism can have Democracy or have not.
A Democracy can have Federalism or have not.
Democracy is a well accepted system around the world.
Federalism depends on the individual (or collective) interest of country and countries.
