Because analize of fundamental point of view, looks like expert system or artificial intellect. You should try to get the hang of a developer who is well versed in algorithms as you will need it once you've defined the parameters of the tool. You should try to get the hang of a developer who is well versed in algorithms as you will need it once you've defined the parameters of the tool.
