Was the reference to "a seal of approval from the U.S. government" a real thing, or were they just implying the Govt doesn't approve of bitcoin businesses yet?

The question in the article title is biased assuming bitcoins aren't legit...

Lastly, I appreciate the interviews with CampBX (https://CampBX.com/register.php?r=yVHt79a2tDy).  Definitely made me feel better about using them as an exchange.

Is the responsibility on me to make sure CampBX (https://CampBX.com/register.php?r=yVHt79a2tDy) is registered as an MSB before selling bitcoins on their website?  Or if they have a pending application, can I sell BTCs on CampBX (https://CampBX.com/register.php?r=yVHt79a2tDy) under good faith compliance assumption that the application will be approved?
