Depends on the state. The majority of states is as simple as me telling my FFL that I'm shipping a gun to this outside FFL, they contact the buyers FFL and arrange all the paperwork. Once the gun is received by the buyers FFL... you just go down, fill out the normal paperwork with then and walk out with your gun! The both FFL's charges like $10-$25 for the paperwork they do. Easy.
