After doing a lazy bit of searching, I stumbled upon this article: Hacked BitcoinTalk.org User Data Goes Up For Sale On Dark Web
 (https://www.cryptocoinsnews.com/hacked-bitcointalk-org-user-data-goes-up-for-sale-on-dark-web/)
Whether or not it is true, I would suggest that you regularly change your password and secure your email/s just to be completely sure. Use 2 factor authentication on all accounts if possible.

I've witnessed these hacks three times and the forum also had gone down several times due to massive DDoS and other attacks but it's cool that it has managed to stay. Also, the data breached that happened in 2015 might be the cause why there are so many hacked accounts currently, and I become a victim as well as I haven't changed my password in this account for the last 2 years. The data is still available in the dark web and it's not in plain text, but still can be decoded to gain the passwords of individuals who haven't changed their passwords since 2015.

Yes.

In 2013 https://bitcointalk.org/index.php?topic=306878.0, the hackers were presumably exploiting forum avatar upload feature to execute the hack. It was also assumed that they successfully gained access to forum database (PM, email, password hash) for a while.

It happened again in 2015 https://bitcointalk.org/index.php?topic=306878.0. This time it was worse. The hacker managed to get the full dump of Bitcointalk database. Even though user passwords are encrypted, they could still brute force it. Evidently, many hacked accounts were (and it's still going, by the way) popped up everywhere in this forum.
