Twitter accounts can receive an audit. Audits check a number of factors and aren't always 100% accurate. But, they find the accounts which are likely bots. You'll get a percentage once you have sent it off, something like 98% are real followers. You just have to take it with a pinch of salt as it can mistake real followers for fake and visa versa.
