The luxury controlling withdraw fee only available if you own your private key and using wallet like bitcoin core.
You want to keep your BTC in your own wallet or what? if you want to withdraw to another exchange you can try some alts like doge and transfer that's alts then you will get a cheaper fee for withdrawing. Coinsmarkets.com has 0.002 BTC. Cryptopia and Coinexchange as well as bittrex 0.001 BTC. Yobit 0.0008 BTC. And what I use very often, so it's Poloniex, has the lowest fee of 0.0001 BTC.
