Create a bitcoin.conf in the location it tells you, with the config lines it's telling you. This is level 1 stuff. Do you feel competent enough to be creating a bitcoin lottery site and taking other peoples coins? Yes, it's asking you to set a password for the daemon. I would feel very reluctant sending any of my coins to this lottery site of yours. Actually I wouldn't to be fair.
