Title: question regarding stuck transaction

I'm trying to send some BTC to my exchange wallet.

If my exchange wallet has an unconfirmed incoming transaction with low fees(probably getting stuck), will the second transaction not be done until the first one gets confirmed or gets cancelled? or it doesn't matter as long as I put a high fee on the second transaction?

The parent transaction has to confirm first before the child transaction can get confirmed, no matter how high the fees you put.

You can, however, make a Child-pays-for-parent transaction by spending the exact unconfirmed outputs of the parent transaction to yourself (or any one else) but with a high enough fee for BOTH transactions.
