On a old device, you can download a Android Wallet like Airbitz, Breadwallet, etc... , and put the device into Airplane mode after setting it up. Hence, you have a offline Android wallet.

I don't know if there are offline wallets available for android. What you could do is download a mobile wallet that can be accessed with or without a wifi. In the playstore I suggest Electrum, Mycelium or the original Bitcoin Wallet after downloading you can move your coins to that address then you're done.

There is no such thing as an offline wallet but there is something it is called a paper wallet. A paper wallet is just the QR code of a private key printed in a paper which unlocks a specific Bitcoin address. If you are on an Android device you can go to Play Store and download mycelium wallet, or if you are in India then you can download zebpay wallet. You can get on the site Bitcoin.org where you can get enough information about Bitcoin and about wallets. You will also get reference link of mini wallets on all types of a platform like Windows Linux and Android and even hardware wallet.

Offline wallet could be possible in desktop or laptop windows or linux os but  i don;t think if there is offline wallet for android are safe like the above said breadwallet or airbitz for me if i wanted my bitcoin to be safe better to use electrum wallet in desktop mode with password is enough and updated antivirus as of now i still never experience of any suspicious happen to my laptop..
You can also try electrum wallet in your phone but there is no offline option when sending bitcoin unlike in desktop mode that you can fully control your electrum wallet..

You use a hardware wallet such as Trezor which has two functions - it stores your Bitcoins in a hardened device that's simple and resistant to the usual range of attacks (viruses, hackers, keyloggers).

You can also create a cold storage wallet using BitKey which stores private wallet keys on a clean air-gapped computer. This is safe from online threats, but it's still exposed to offline threats, such as hardware keyloggers, extortion, or people looking over your shoulder.

Best of luck!

I have never found such an app, it is not possible offline, because the customer database is not stored on your android.

Above few are the DIY for making offline android wallet but there's nothing with such specific name/functionality quoting on play store. Paper wallet (eg. MyEtherWallet) and Hardware wallet (eg. KeepKey) are the two sources for offline wallet.
