A PSU HDD connector/wire should absolutely be able to source 6 amps. 12 amps (2GPU's) is pretty questionable. 18 amps (3GPU's) is absolutely dangerous. I'm not sure if that load is split between the 5v and 12v rails on the HDD connector, but It should be ok to power at least a single GPU off of a single HDD cable strand.
