A valid collateral is something which is 120% of your 20 USD value you are requesting. Your account is not a valid collateral.
Valid collateral is for example 24 USD in Ethereum or any other altcoin.

What makes you think that your account is worth $20? Your account is not even worth a single Satoshi right after your account was flagged last year for asking for a loan while you are still a newbie. Why don't you start by stating what you need to loan for in the first place? to send 8$ back and forth you'll pay atleast 40% of that amount already in transaction fees, it seems useless to ask for an amount this small.

( Unless ofcourse you didn't plan on paying back in the first place  ::))

Dont even try to continue this mate, since your account already have red tagged no one will gives you loan, also mate your asking amount of loan is too small i do not think you will gonna pay if there is someone lend you this amount, you need to have valid collateral if you want to approved your loan.
