Bitcoin-QT > Send > Address/Amount > Send > OK.

?

Bitcoin-QT > Send > Address/Amount > Send > OK.

?

The OP specified offline (cold-storage) wallet. So one would have to use Bitcoin-Qt's Debug window to import the private keys from cold storage first:

Open Debug Window
Code:
walletpassphrase <passphrase> <duration in seconds to hold wallet unlocked>
(Passphrase should be enclosed in " " if it contains spaces.)
Code:
importprivkey <WIF-format private key>
Wait about 10 minutes (depends on computer's performance)
Then you can close the Debug window and spend the money. Best not to attempt to reuse paper wallets, too.

Why wouldn't you reuses the paper wallet?

Because it could be compromised.

So if I'm sending 3 Bitcoins from my offline wallet that has 21 Bitcoins I need to destroy the wallet that has the remaining Bitcoins? What do I do with the remaining Bitcoins in my offline wallet?

I would send the change to a new paper wallet.

Once you have imported the private keys into your "live" wallet consider them as no longer in the offline (cold) wallet. So never ever delete the live wallet after making a transaction, because the change will be in a change address in the live wallet (someone earlier lost about BTC87 making this mistake!).

As another poster just said, you can pay the change into a new cold-storage address.

Sounds like a pain in the ass if you are using the coins on a regular basis. Any encrypted online wallets I can transfer the funds too and use that are very secure?

Any bitcoin I intend to use on a regular basis just stays in the live wallet - works for me. I don't carry anything of great value on my tablet (Mycelium Android wallet), however.

blockchain.info is the default answer.

try to think about online wallets like your checking account and offline cold storage wallets as your savings account.

If you send your Blockchain wallet money from your paper wallet how exactly can the paper wallet be compromised?

owow sorry but i dont know much at all about macs. i do know that mac os is pretty secure and there isnt a whole lot of bitcoin malware out there anyway right now, so the intersection of mac bitcoin malware is probably nonexistent.
