So take all precaution steps so that both team can trade safely.

This person could be a scammer or he may have the intentions to harm the buyer and run away with the money. If someone don't wish to use the local exchanges then he can also use localbitcoins.com to liquidate the coins. So it is not advisable to meet the unknown people as we don't know their background, precautions are always better.
