Just report the user using the link on the right of the post(s).. no need to clutter up meta more... ???

Reports are usually handled by normal moderators I assume, who can't permaban.

To add to Darkstar's post, copy and pasting report should be made in public so DT Member can -neg it.
Abhisek's post are confirmed copy and pasting with just added emoticon, at least he didn't use a bot for it, I expected someone who copy and paste to use bot to ease them on their "job" :P
I've -neg and notified his Signature Campaign manager, but since I'm not on DT my trust rating won't appear on his profile.

IMHO, only global moderators and administrators can ban. I can be mistaken.

Only Global moderators can ban users who are not following rules. Copying post from other you may be punished like perma-ban. If you break the rules you'll be punished.
