where can i find a company that can provide me a Custom Trading Exchange with Full Source Code?

I wanna have an exchange, i have  a budget of $30.000 for software . Do you think i  should i go to an Ico to collect more money? Or this amount is enough to get a local  exchange crypto/crypto something like Binance.

You can't.If you do,you're likely being scammed.
Developing a secure exchange is not a joke and people willing to sell you "exchange scripts" are mostly scammers.Should you wish to get your own exchange developed,you will need to find a company that takes such projects. (I do know a few services which I can link you to [PM me in that case]).$30k should be enough to get it developed.

Who said ICO's give free money ? Nope,you don't want to start an ICO to get money to fund your project.

The mention amount of money is good to start a crypto exchange but you can do an ICO either to raise some fund and to make the exchange know to the world and concerning the source code you mention try WLOX Crypto Capital or Peatio.

I think $30.000 is enough for only the code of the exchange you create, but for marketing and other operational costs, salaries etc, you need much more than $30K. Source code is actually nothing.

Don't forget to preserve the budget for maintenance. It's really important to keep maintain the exchange from any vulnerabilities. We all know lately, there are many exchanges that tried to be hacked and hacked. So, adding a budget for the exchange security is essentials.

Well, if you need a Custom trading exchange, means if you need an exchange like Poloniex or Binance then you need to collect more $ from ICOs as it will take approx 3x for the exchange.

Mind elaborating the running costs since you seem to know a lot about them ? Not sure if you guys are cheated by some rookie developers or you have that high standards of living which permits paying $30000 as running costs for a website.Being someone who has worked with exactly similar kind of market,$30000 will just do fine for everything else but marketing.

To start with you wouldn't just "buy" an exchange off someone.  Anyone could sell you one but its all about the security, so you would probably develop it "in house".  You wouldn't give anyone else access to your private keys so why would they have access to your source code?  How much does a decent developer cost to employ?  Also you don't just buy it, install it and run it error free.  There is ongoing maintenance, upgrades and general support.  If you are going to pay another company to develop it AND support it into the future then you will be paying over the odds.
