Title: Philippines to develop rules on cryptocurrency trading?

MANILA (Reuters) - The Philippines’ Securities and Exchange Commission said on Monday it is crafting rules to regulate cryptocurrency transactions to protect investors and reduce the risk of fraud.  The regulation, which will cover issuance and registration of cryptocurrencies, is expected to be finalised this year, said Emilio Aquino, SEC commissioner in charge of enforcement and investor protection.

“We need to act because initial coin offerings (ICOs) are sprouting especially in 2017. We want to come up with our own set of regulations,” Aquino told a news conference. “You have to be extra careful how investors in this new space are protected.”
Authorities around the world, particularly in Asia, have attempted to rein in the global boom in trading bitcoin and other cryptocurrencies - a form of digital money created and maintained by its users.

Chinese authorities have banned initial coin offerings and shut down local trading platforms, while South Korea - where speculation on cryptocurrencies is also rife - is working on plans to ban virtual coin exchanges.

The regulation on ICOs will include guidelines on cybersecurity of cryptocurrency markets, eligibility of issuers including the officials and technology utilized, and financial literacy of investors, Aquino said.

The corporate regulator has yet to approve any public sale of cryptocurrencies and is investigating unlicensed sellers.
“Unfortunately, there have been a lot of cases where ICO promoters vanish into thin air. We don’t want that to happen here,” Aquino said.

(To be frank, when the statement is coming from a person you don't believe and you don't like I don't believe him at all).

Either they support a project to create one crypto from and made by Philippines why he need to highlight and criticize the failure of the other people why not suggest a better way to do it??

I do look forward having our own coins and I will buy it during the date of launching.

It's not about making or regulating  our own cryptocurrency I think, it's just that the SEC wants the safetyness of the future investors here in the Philippines to avoid money laundering which is a very common issues in the market.

Kung tuluyang mang sususportahan ng gobyerno natin ang cryptocurrency at magbigay sila ng conditions sana naman ung makakaya ng masang Pilipino at hindi lang ng mga nakakaangat. At sana isipin nila namakakatulong ito mga Pilipino kahit anumamg estado ng kanilang pamumuhay at hindi lang tulad nilang mayayaman.

The Philippine Government, including the SEC and even the BSP itself are not against CryptoCurrency.  They just wanted to make sure to make a proper guidelines for the protection of the one who use and receive compensation thru Bitcoin, tokens, coins, etc.  This news is not a threat to us here.  And I don't see any reason for having us our own coins while our Peso itself is suffering right now against the US Dollar.   :D

I don't see this as a bad thing or threat. They are just securing the coins. Though everyone knows that Ph government is against crypto currency. These rules are for our own security. It's not that bad we just have to follow them.

maganda ang hangarin ng SEC sa nasabing usapin na yan tungkol sa cryptocurrency nga lamang kung ipalalabas nila ee yang mga negatibong ngyayari,halimbawa sa mga scam baka mag dalawang isip nga ang taong bayan.
sana ang mapag usapan dito ee kung pano sila makakaiwas sa panloloko at ang magandang dulot sa tao ng crypto.

Sa pagkakaalam ko  suportado naman ng BSP ang cryptocurrency. Maganda itong hakbang ng ating gobyerno upang maprotektahan ang mga cryptocurrency user dito sa bansa. Sa ganitong panukala ay maari nating maiwasan ang mga manloloko.

Sa pagkakaalam ko  suportado naman ng BSP ang cryptocurrency. Maganda itong hakbang ng ating gobyerno upang maprotektahan ang mga cryptocurrency user dito sa bansa. Sa ganitong panukala ay maari nating maiwasan ang mga manloloko.

Nope hindi supportado ng BSP ang cryptocurrency dahil pinag iingat nila ang mga tao sa pag invest sa virtual currency dahil talamak naman talaga ang scam gamit ang crypto's.

Pero may pros at cons ang pag develop ng rules ukol dyan dahil tiyak dadami ang beripikasyon natin sa paggamit natin sa ating mga crypto's at may regulation pang kalakip. At ang magandang bagay namannsa rules na sinasabi mo ay tiyak kakauntintalaga ang scam na magaganap dahil me mata ng titingin ukol dito.

Maganda to pero sa kabilang banda sabi nga nila kapag may pros laging may cons, alam natin na mas magiging convenient saating mga traders if magiging legal talaga sya pero money wise malaki ang mawawala satin imagin the tax na pwede i impose dito plus transaction fee sa mga exchanges diba. sakabilang banda magiging mainstream na sya pero pwede rin maging maganda kasi nga dadami mag ccrypto mas maraming pera ang papasok sa crypto world which means may chances na tumaas ang mga presyo. Case to case lang talaga para sa bawat isa.

Hackers stealing from Coincheck have nothing to do with ICOs.

BSP / SEC don't know what they are talking about. They want to protect the people. The way they will do this is by making it impossible for normal people like you and me to participate in any new ICOs, or they will attempt to regulate what can not be regulated.

Sa madaling salita, hindi ito maganda, not for them, not for the people.

Ang kailangan kasi, education for the people. Madali lang naman makakita ng scammer, pero I saw the news 2 or 3 weeks ago, an OFW who saved 15 years and lost 2 million to some investment scam (that is not even crypto at all). Kung hindi mo maintindihan, wag ka sumali.

BSP / SEC ay naka focus sa mga tao/investors at hindi sa cryptocurrency, they set own regulations para mas lalo nila maprotektahan ang mga na iinvolve dito, dahil madaming naglalabasang scam o madaming nang sscam,  minsan sa tao nadin ang problema kung bakit na sscam, kahit alam ng scam sumasali padin, gusto ng instant money, kahit kaduda duda nag iinvest pa din, for me need talaga dito is to educate all people about investment not only crypto lang. kasi kung my alam ka madali ma iidentify kung scam o hindi eh.

Maganda kung mag karoon ng patakaran sa crytocurrency trading para hindi naman kawawa ang mga na mumu  hunan.at para wala ng na Nanamantala sa mga taong gumagawa ng mabuti.o nag hahanap buhay ng parehas.

It's always for safety purposes. But of course, tax or other fees may still get in the way. Kung babalikan natin ang reason kung bakit nabuo ang cryptocurrencies, ito ay para alisin sa eksena ang mga regulators and middlemen sa mga business transactions. Ang goal e sa pagitan lang ng buyer at seller ang mangyayaring palitan para nakakasiguro ang seller na sa kanya ang BUONG KITA at hindi makakakuha ng pursyento ang di naman naghirap para kitain yun. I'm not against the regulators pero kung may aangal man sa pakikialam ng goverment at ng iiimpose na rules, sana maintindihan natin itong side na ito.

sa aking pananaw hindi magandang hakbang ito kasi gusto nilang maprotektahan lahat tayo sa mga hackers, parang napaka imposible naman nun para sa akin, dapat kasi tamang kaalaman ang kailangan ng ating mga kababayan about sa crypto currencies.

Ginagawa lang ng SEC ang trabaho nila,
But if part ng future project nila ang information campaign, para maiwasan ang hacking and shady crypto investing,
dun nalang muna sila mas mag focus.
Meron naman na kasing mga ginagawa mitigation para maiwasan ang mga unregulated ICOs, just one example, coming from ethereum founder himself Mr. Buterin, he proposed a system called DAICO (DAO + ICO) para mabawasan o maiwasan ang mga shady and unregulated initial coin offering.

I am looking forward to this set of regulations that they are about to come up. It is indeed great to hear that the government is open to the concept of cryptocurrencies and is willing to make it far secured for the investors specially in this world full of scammers and hackers.

Talaga? Kung totoo balita na yan, ano ba alam nila tungkol sa ICO? Meron na ba silang listahan ng mga ICO projects dito sa bansa? At listahan ng mga investors? Ang dami nilang dapat ayusin sa kanilang bakuran kaya dapat huwag na silang makisawsaw sa crypto at ICO.

 Well wala naman akong nakikitang masama sa sinabi ni mr. Aquino kung tutuusin mas pabor nga yun sa atin eh. Madali na ma trace ang mga fake ico pag napatupad na yan. Wala akong reklamo jan basta ang panghihimasukan lang nila ay ang mga mag lalaunch ng ico. At hindi nila pakiki alaman ang mga pangkaraniwang investor gaya natin. Hindi naman investor ang may potential mangscam diba ;).

Una sa lahat, parang hindi tugma yung pamagat ng thread ni OP sa laman ng kanyang post. Nakaukol ang post mo sa ICO regulation ngunit ang iyong pamagat ay ukol naman sa palitan ng cryptocurrency.

Parang gusto ng SEC ay magregister muna yung mga startups [malamang syempre may bayad yun] bago maglunsad ng ICO / pre-sale. Tama yung sabi ni sir Dabs, mas mainam kung information drive ang gawin nila imbes na mga regulations na siguradong huhuthutan lang nila ng pera. Kunwari pa may malasakit sila sa atin? Sus, luma na yan.

tingin ko di naman talaga to rules sa crypto.
bibabalalaan lang tayo at ang mga kababayan natin tungkol sa mga virtual currency,tokens or something na pwede e-invest.
mas maganda na rin to para aware tayo sa nangyayari sa bitcoin at maiwasan ang mga mapagsamantala.

Medyo malayo nga yung comment niya sa sinabi ni OP e. Hindi naman maglalabas ang pilipinas ng sariling coin. Yun kasi ang problema e, hindi muna iniintindi ang topic bago mag-comment. Dapat binabasa at iniintindi muna. Matagal na itong ganitong issue. Panukala pa nga ng isang kongresista na imbestigahan ang nangyayari sa crypto para pangalagaan ang mga investors at traders (Nakalimutan ko lang yung link). Maganda naman ang kanilang hangarin dito at sana talaga, matupad ito.

Ito ang punto ng gobyerno, trusted nga at legit yung organization na
nag initialize ng ICO, pero kung may isang tao dyan na itakbo yung
pera mo, mahirap na yan ibalik, yan ang problema. Marami dito sa forum
na to na mataas ang trust rating, pero anong ginawa? Nang scam ng
maraming tao.

Ito ang punto ng gobyerno, trusted nga at legit yung organization na
nag initialize ng ICO, pero kung may isang tao dyan na itakbo yung
pera mo, mahirap na yan ibalik, yan ang problema. Marami dito sa forum
na to na mataas ang trust rating, pero anong ginawa? Nang scam ng
maraming tao.

Sa tingin ko, malabong magkaroon ng rules or regulations sa Pilipinas dahil mahirap kontrolin ang crypto market dahil sa masyado itong malaki. Ito ay tumatakbo globally kaya't kung gagawan man nila ng regulation ang crypto ng Pilipinas, kinakailangan din nilang i-consider ang lahat ng pumapasok at lumalabas na mga trade or transactions.

wala naman kinalaman sa ICO yan mga hackers na yan. tingin ko hindi magiging maganda ang panukala nila ito para sa mga traders natin dito sa pinas. mas maganda pagisipan nila kung papaano talaga mamulat ang mga tao sa cryptocurrencies

Maganda ang may rules sa cryptocurrency pero depende sa rules na ipapatupad. Wala tayong alam kung ano ang nga ito. Pero sa ngayon, naiisip kong mas maganda ang may rules para mas maregulate ng maigi ang cryptoworld dito sa Pilipinas. Pangit ang msyadong maluwang. Maganda ang may rules na sinusunod para sa ikakabuti din ng mga investors at nagbobounties.

dapat may rules din sa cryptocurrency pero naka depende po sa rules na ipapatupad nila. kung mag kakaroon tayo ng sariling coin mag kakaroon talaga ng rules pero ibabase nila sa coin. maganda talaga ang may rules para mas maregulate ng maigi ang cryptoworld dito sa Pilipinas  pero dapat ibase nila doon sa coin para okeeey sa iba.

Para sakin hindi to maganda para lang naman sakin dahil may kanya kanya tayong mga pananaw sa buhay feeling ko kasi dahil hindi na magiging malaya ang mga traders sa kanilang ginagawa parang ang nangyayari ay nireregulate nila ang pag ttrade.

hindi pa naman naten alam kung anung rules ang idedevelop nila malay naten mas makakatulong pala ang gagawin nila para sating mga trader.

wala naman kinalaman sa ICO yan mga hackers na yan. tingin ko hindi magiging maganda ang panukala nila ito para sa mga traders natin dito sa pinas. mas maganda pagisipan nila kung papaano talaga mamulat ang mga tao sa cryptocurrencies


Kung ang mga traders ang pakay ng rules na yan ay tingin ko tama ka hindi nga ito magandang balita para sa mga traders.  Pero kung yung ICO lang naman yung pakay nyan e ok naman para iwas scam din, basta wag lang nila isali sa rules yung mga investors.

Either they support a project to create one crypto from and made by Philippines why he need to highlight and criticize the failure of the other people why not suggest a better way to do it??

I do look forward having our own coins and I will buy it during the date of launching.

Indeed sir and if we will actually get a chance to own our coin then it would be better. We will be no longer under the foreign coins. Our developer and us ourselves will be more confident in this field.

Yes sir, yung ang isa pang kagandahan nitong sinasabi nilang regulations sa trading. It only means fully legal na ang bitcoin sa bansa. Syempre mas pabor sa atin yon kasi traders tayo. Bitcoin is a cryptocurrency itself, siya ang pinaka pioneer kaya tinatawag siya ng ilan na mother of cryptocurrency dahil nabuhay ang mga ilang coins at token dahil dito, ang cryptocurrency ay tinatawag ding digital currency dahil hindi siya nakikita or nahahawakan but we know it is existing.

Hindi naman talaga suportado. To allow crypto does not mean to support it. They need to take crypto in an objective way because a lot of people here are already into crypto. Hinayaan lang ng BSP ang cryptocurrency sa Pilipinas malamang sa kadahilanang ginagamit din ito sa mga bansa, lalo na sa mga bansang mas advance pa kaysa atin at hindi natin nais na parang napag-iwanan na tayo in terms of fintech adaption.

Kapag ang gobyerno ay manghihimasok, hindi mawawala ngunit lalong lumalala ang scam. Nakita natin paano ang galawan ng gobyerno. They have to prove themselves honest before they are considered such.

Well if that will tp protect the welfare of everyone then it would be great. I just hope it won't take to their great advantage. Taxes and licenses may occur and it will definitely make a big change  in cryptoworld. Changes is constant as they say. Having rules eventually will also protect us from illegal users but may also affect the freedom in having unlimited income in cryptoworld.

Para sakin magiging magandang hudyat eto para sa ikakaunlad ng industriya na to, imagine kung magiging bitcoin friendly ang ating bansa. Napakalaking luwag to sa maraming bagay lalo na sa mga payment system kasi alam naman natin na napakahirap at napakabagal ng proseso sa bansa natin. Pag dating sa mga pila pila at mabagal na services i think malaking solution ang blockchain system sana lang may mga taong makarealize at maiimplement at wag samantalahin pag nagkataon. It's always for safety purposes. But of course, tax or other fees may still get in the way. Kung babalikan natin ang reason kung bakit nabuo ang cryptocurrencies, ito ay para alisin sa eksena ang mga regulators and middlemen sa mga business transactions. Ang goal e sa pagitan lang ng buyer at seller ang mangyayaring palitan para nakakasiguro ang seller na sa kanya ang BUONG KITA at hindi makakakuha ng pursyento ang di naman naghirap para kitain yun. I'm not against the regulators pero kung may aangal man sa pakikialam ng goverment at ng iiimpose na rules, sana maintindihan natin itong side na ito.

It's not about making or regulating  our own cryptocurrency I think, it's just that the SEC wants the safetyness of the future investors here in the Philippines to avoid money laundering which is a very common issues in the market.
he is not talking about making our own coin. they are just talking about making rules or regulation to protect us filipinos to minimize the number of scams or frauds within the country.

I think kailangan pag isipan nang maigi ito para yung rules na maeestablish ay hindi maaapektuhan ung decentralized nature ng crypto.  Regarding sa validity ng mga ICO, hindi ba foreign ang mga ICO? I think kaya natin imanage kung may sarili tayong cryptocurrency na gawa sa Pinas but kung foreign tapos ivavalidate natin, kaya ba?  Given na madali na ang palitan sa internet at mahirap imonitor.

Well wala naman akong nakikitang masama sa sinabi ni mr. Aquino kung tutuusin mas pabor nga yun sa atin eh. Madali na ma trace ang mga fake ico pag napatupad na yan. Wala akong reklamo jan basta ang panghihimasukan lang nila ay ang mga mag lalaunch ng ico. At hindi nila pakiki alaman ang mga pangkaraniwang investor gaya natin. Hindi naman investor ang may potential mangscam diba ;).

Sa tingin ko marami. Unang-una, paano nila gagawin ito, "The regulation, which will cover issuance and registration of cryptocurrencies..." 'Yong registration ng exchanges pwede, pero ang "issuance at registration ng cryptocurrencies" hindi ko alam kung paano nila gagawin. Pangalawa, ano ba alam nila sa ICO? Ipag-palagay natin na alam nila na 99% of ICOs are scam, ngayon, papaano nila ireregulate ang ICO? Mapipigilan ba nila ang tayo kung gusto nating mag-invest sa mga ICO? Siguro kapag local na ICO, pwede pa...pero kung foreign wala silang paki-alam doon!

It's always for safety purposes. But of course, tax or other fees may still get in the way. Kung babalikan natin ang reason kung bakit nabuo ang cryptocurrencies, ito ay para alisin sa eksena ang mga regulators and middlemen sa mga business transactions. Ang goal e sa pagitan lang ng buyer at seller ang mangyayaring palitan para nakakasiguro ang seller na sa kanya ang BUONG KITA at hindi makakakuha ng pursyento ang di naman naghirap para kitain yun. I'm not against the regulators pero kung may aangal man sa pakikialam ng goverment at ng iiimpose na rules, sana maintindihan natin itong side na ito.


Tama ka idol, pero ganyan talaga e, anything has to do about money, pag pera na pag usapan iba na yan, the government is going to try or regulate bitcoin or other cryptocurrency, there's nothing "you cant ask a lion not to tear up its prey", that's always the government does to the consumer or user, to the citizens of human being is literally steal and tear from it, so its inevitable that they're going to try regulate bitcoin.
Sa tingin ko sa nangyayari ngayon sa cryptocurrencies kailangan talaga na makagawa na ng mga rules regarding s safety purposes dahil anything na nasa loob ng internet ay hackable either we provide the best security to our accounts as long as we can kung magaling ang naghahack, mabibiktima at mabibiktima pa din Tayo kaya may kalakip na magandang rason ang pagkakaroon o pagbuo ng mga rules na iyon.

Malapit na talaga ang oras na bubuwisan nila tayong mga traders. Kunyari lang sila na ireregulate nila para safe ang pera natin pero ang kapalit ay magbabayad tayo ng malaki kada trades natin. Pero sana mali ang hinala ko.
Pero tama lang naman yan na buwisan tayong mga kumikita dito sa crypto kasi unfair din naman sa ibang nag tratrabaho na kinukuhaan ng buwis, tsaka malaki din naman ang kitaan dito eh kaya ok lang sa akin na buwisan tayo. At nakaka tulong din yan sa ekonomiya natin. At alam naman nating lahat na diyan rin hahantung yan.

For sure, it is a good move. Money laundering is still a crime kahit ano pang paggamitan mo.

Security measure dn parang sa mga stocks ng companies. Kailangan maging regulated, hindi dahil pinagbabawalan kundi may nakikita silang potential sa crypto market as it is.

Threat? No I dont think it will be a threat. Magandang bagay sumunod tayo sa ibang countries about this.

Security measure dn parang sa mga stocks ng companies. Kailangan maging regulated, hindi dahil pinagbabawalan kundi may nakikita silang potential sa crypto market as it is.

“We need to act because initial coin offerings (ICOs) are sprouting especially in 2017. We want to come up with our own set of regulations,” Aquino told a news conference. “You have to be extra careful how investors in this new space are protected.”
Authorities around the world, particularly in Asia, have attempted to rein in the global boom in trading bitcoin and other cryptocurrencies - a form of digital money created and maintained by its users.

Chinese authorities have banned initial coin offerings and shut down local trading platforms, while South Korea - where speculation on cryptocurrencies is also rife - is working on plans to ban virtual coin exchanges.

The regulation on ICOs will include guidelines on cybersecurity of cryptocurrency markets, eligibility of issuers including the officials and technology utilized, and financial literacy of investors, Aquino said.

The corporate regulator has yet to approve any public sale of cryptocurrencies and is investigating unlicensed sellers.
“Unfortunately, there have been a lot of cases where ICO promoters vanish into thin air. We don’t want that to happen here,” Aquino said.

Kung tuluyang mang sususportahan ng gobyerno natin ang cryptocurrency at magbigay sila ng conditions sana naman ung makakaya ng masang Pilipino at hindi lang ng mga nakakaangat. At sana isipin nila namakakatulong ito mga Pilipino kahit anumamg estado ng kanilang pamumuhay at hindi lang tulad nilang mayayaman.

Sang ayon ako sa sinabi mo. Kasi sa patakaran ng gobyerno, kalimitan, kung sino lang yung mga mayayaman, sila sila lang yung nagpapayaman. At yung mga mahihirap, lalo nilang pinahihirap ang buhay. At sana huwag naman ganon kalaki ang tax na ipapatong nila sa mga kumikita sa cryptocurrency.

medyo naguguluhan pa ako sa ibig sabihin ng gagawin nilang ito kasi kung ang mga ico ang ireregulate nila hindi ppwede kasi ganun ang mga coins e  deregulated. pero kung ang ireregulate nila  e ang mga kunektado sa mga transactions ppwede siguro ito.

Dapat lang na magkaroon nang rules tungkol sa cryptocurrency sa bansa, para meron guide at hindi maabuso ang cryptocurrency pagdating nang panahon, mabuti nang sa simula palang meron nang batayan.

Kung maging legal na ang cryptocurrency at ang gobyerno na ang maghahawak ok yun kaso wag lang sanag abusuhin ng gobyerno baka nanaman maglagay sila ng malalaking tax.

Napakagandang balita neto kung tutuusin kase makakatulong ito sa mga kababayan nateng walang mahanap na trabaho o yung mga di makapagtrabaho sa labas ng bahay. At pwede pa silang yumaman sa crypto, dapat lang ay ipalaganap ang tamang proseso kung paano mag simula o pumasok sa crypto world. :)

investing on icos is a self act. no one to be blame if you got scammed by the team because you have invested in a hoax company. it means nagkamali ka ng pinag investan and mali ka ng research as if naman may pumilit sayo mag invest. hacking and phishing maybe pwede pa. pero icos napakahirap iregulate nyan kase yung mga ponzi networking schemes nga nakakalusot icos pa kaya?

Magandang hakbang pero sana wala namang kapalit. Pakiramdam ko kasi ay papatawan na tayo ng buwis ng gobyerno sa mga kita natin sa pag-titrade. Pero kung napatupad  ito ay nag-aalangan din ako na masilip ng mga kawatan ang mga malakas kumita sa trading at ipa-kidnap for ransom. Sana naman huwag mangyari iyon.

Am quite skeptical with this news update regarding icos and cryptocurrency. I often have this notion na once nakialam ang ahensya ng gobyerno o isang politiko sa isang bagay o isyu na may involve na pera mas nagiging complicated ang bagay2 imbes na mas maging smooth o maayos ang sitwasyon. I just hope na pag mangyari nga ito mas ipriority ang security at mga bagay na magbibigay ng benefits sa lahat ng pilipino at taong involve sa cryptocurrency kesa ang mga pang personal nilang motibo at kapritso.

Matagal na itong usapin na ito, this was during the incidents where ang pangalan ng bitcoin ay ginamit ng mga scammers para makapera sa kapwa kaakibat sa pangyayaring ito ang sec at ilang sangay ng gobyerno ay nagpatupad ng regulasyon para maprotektahan ang mga mamayan laban sa mga taong ginagamit ang cryptocurrency para mang lamang ng kapwa.

Mas ok kung affordable sa lahat ng uri ng mga pinoy na abot kaya karaniwan sa mga bago pa lang na susubok sa larangan ng trading in cryptocurrency at di mag dulot ng masama sa mga kabanayan natin na nais din umunlad.
Lahat ng mga pinoy potential maging traders kasi mattyaga ang mga pinoy need lang nila ng basic knowledge para dito at kunting puhunan kasi alam niyo naman po ang kitaan sa Pinas di po ba, talagang need mo ng extra income at yong iba takot mag take ng risk dahil karamihan sa atin ay mga walang ipon.
