I suggest you to check the bitpay cards which can able to deliver the cards through out the world mate. You do not need to worry about the verification if they ask for it. As I have checked Advcash, bitpay and spectrocoin wallets are not expecting for the verification while you are signing up and registering for the new card means mate. Isn't Bitpay only limited to US residents nowadays? This (https://support.bitpay.com/hc/en-us/articles/115005033763-Where-is-the-BitPay-Card-available-) page from their faq says it's available in all 50 US states with no mention of international support. I could be wrong about this, of course. Either way, I read this guide (https://99bitcoins.com/bitcoin-debit-card-compared-reviewed/) in the past and found it pretty informative. I don't know if the info listed are still correct though, so you might have to visit the sites of the companies listed. In the end, it'll still depend on where you live, because that would probably be the biggest limiting factor to what you can get. There are sites like mycard2go.com where you can easily get visa virtual card, and I believe they offer it free, and annual maintenance (or whatever they call it), is also free. I don’t know any site where you can use Bitcoin for such purchase. For the former, as fasdorcas said, you can look into mycard2go.com. For the latter, you can sign up for a service such as uquid--they will ship you a plastic card (visa) with no ID verification needed. That said, I'm not sure where you reside but they cannot ship cards to users in certain countries. A link to the list of those restricted countries is provided below.
