in blockchain.info, some known bitcoin address are tagged (like satoshi dice or lucky bit) I thought was only public address but i see also private person could associate their name to the address (eg. https://blockchain.info/it/address/15qSxP1SQcUX3o4nhkfdbgyoWEFMomJ4rZ) How to do that? I don't know if they still do that.

Its on the cards for implementation some time in the future, search for "sacrificial passports" for more info (coins are "sacrificed" as a proof of ID). It could be a long time coming as the whole concept of using addresses is being worked on to make it simpler to associate a name, email, site, etc. with funds, addresses will still be usable but far more convenient methods should emerge.
