Warm greetings! You might not know but, electricity is dirt cheap in India and mining is arms race. Therefore, I'd suggest to establish mines in state Chhattisgarh, India. It has potential to be an outsourcing destination for mining. I'd say, ideal place on earth to establish mines specially when IT sector is priority sector for government. Other advantages will come when laws are no more in gray area.

Detailed electricity tariff:
First 100 units Rs 2.10($ 0.03).
For 101 to 200 units the price was Rs 2.40($ 0.04).
From 201 to 500 unit consumption per unit would be Rs 3.40($ 0.05)
For 501 to above rate is Rs 5.85($ 0.09) per unit kWh

It´s a small hell to get electronics into India thou.

Not a big deal for second hand used instruments. You know what I mean. One day electricity will become biggest factor in mining Bitcoin not instruments. And then, it would be damn easy and at minimal cost one would be able to get equipments into India.
