1) The Dirt2 coupons are direct redemption through Steam, not in any way affected by the leak (no one said they were, but still, just clarifying). 2) The Dirt3 coupon redemption site is active again, but the site asks you for a photo of the coupon w/ code. gboytazz sent me a photo of the Dirt2 coupon I got from him, so I would imagine you're okay to redeem Dirt 3 codes from him without too much hassle.
