Title: Sapphire 5830 reaches 90C, but fan speed stays ~50%

When the temperature reaches 90C, the card will downclock automatically.
The problem is, the fan is only running at 50%. Why won't the fan kick up to like 70% to cool it down instead of downclocking?
Is it just me or everyone else have the same problem?

Use trixx to try manually setting the fan to 100% fixed

that is one way to burn out the fan.... which i am not planning on doing.

I'm not telling you to leave it there I want to know if the fan will run at 100% if set manually

For mining, manual fan speed are the way to go.  I quickly discovered that the auto-speed ramping wasn't nearly adequate on any of my cards.

If you've really got something against the noise at, say, 85% speed, clock it down and lower the speed when you need it quiet and back up when you're not around.  All of my Sapphire 5830s run with 80-85% fan speed and hover between 65-70C overclocked.

Underclocking the memory will make a significant difference as well, if you haven't already.  Going from the default 1000mhz down to 320mhz drops my temps by about 15C without any other changes.

I have my two XFX 5830's clocked to 975/350 with the fan manually set to 75% and it sits around 79c while mining.

Are you running Crossfire? That number seems very high unless you're doing some extreme overclocking.

EDIT: My bad, didn't mean "idle" in the GPU utilization sense, I meant if I just leave it alone mining :P Fixed

79c idle? That is EXTREMELY high for idle. I believe you meant "under load". "Idle" means the GPU isn't doing anything, not "it's temperature isn't changing".

I have a open rig

5830 sapphire extreme 995/325 mhz 1.63 core volts generally 60C  (uk avg temps now 15C, rig is in my garage)
5830 XFD 950/325 1.63 core generally 62C
Fans on both fixed at 65%

Use BAMT distro

this. 1.63v will kill a card in seconds. surely you mean 1.163?

My 5850 card ran 30 minutes at 1.65v. Not a typo.
Word of warning, never use everest in combination with GPU-Z and/or Afterburner. The combination of 2 of these apps causes some bug that makes the voltage spike to 1.5v or 1.65v on radeon 58x0 cards (possibly 68x0 cards too, Im not sure). If you like VRMs cooking at 130C and even a throttled GPU pegged at 100C, thats how you do it.

Upped the voltage to 1.25v. Even if I lower the voltage, the temperature is still 90C.
That is because the fan will not kick up speed if it doesn't touch 90C.

And yes, my fans can speed up to 100% no problem.

Use trixx to set a manual speed curve then i usually set mine to hit 50@50*C and ramp up to 100@80*C

Use gpuminer with ADL support.

It manages the fan (and the engine clock, if you wish) to keep temperature to a given value (75 C by default, but I fixed it at 80 C).

My graphic cards were initially running at about 95 degree celsius using auto fan.  I manually tune it to 85% constant, the temperature remains at 80 degree celsius.  The "auto" function isn't effective for mining as other posters had mentioned.
