So, assuming that LN goes in production, will it basically become a soft fork or does it have to be approved by majority of miners?

The lightning network is not a soft/hard fork. It basically builds an additional layer on top of the bitcoin network so It's independant. You can actually start using it right now with services like TorGuard and Bitrefill (both on mainnet). It's far from being stable though, so better not use big amounts.
