Anyone can create an ANNouncement thread... there are just restrictions on what you can and cannot post within the thread.Newbies cannot post images... you'll need to be a Jr. Member or higher... or buy a copper membership if you want to post images. Also, newbies have restrictions on how often they can post and/or send private messages (PMs) |
