Usually it's either the author of the thread or will be written on it.

Yahoo, Sylon, Hotachi are good managers . They all fair and always pays.
But my favorite is always sylons for signature campaigns his payments are really high then others on signature campaigns. Reserve the max amount for signatures.

The bitcointalk official campaign thread creates by the manager. Some campaigns have telegram groups. The telegram group admin is the manager. If you have a problem with the campaign, you can ask it in bitcointalk thread or telegram group.

In each campaign, the owners of the ICO chooses a  manager with the help of bitcointalk. It is announced also in the campaign thread

You need to constantly observe in the bounty area and find that the same author issues multiple bounty events. Then he is a bounty manager.

You can easily locate bounty managers in the bitcoin and altcoin services section mate. They are the people who runs the bounty campaign.

In your local forum, there are a lot of people who are posting bounty, and you can easily find them from their same username.

Good question! I think it will show as the author of the thread or if not, probably they will show it after the title of the campaign or at the end of the mechanics. This is very important to know the background of the manager you’re working with. So good job for this question.

They are telling it on the top post / #1 post whoever is their campaign manager.

Sometimes funds are also escrow by the manager and sometimes they aren't so if he sign's a message, you'll know who he is.

OP aren't asking who are the best campaign managers. And I can't say that Sylong is a good manager...

Wrong. People who are posting on local boards aren't bounty managers. They are just bounty participants who translated ANN thread of coin/token.

how do I identify the campaign manager?

it will be written on the thread, like : this campaign will be managed by aTriz/ yahoo62278 / Wapinter / Sylon or somebody else.
if there is nothing written about the campaign manager. then you should find out who is the author of the thread, so he will be the manager, (most of the time.)
