Recently, one of my colleagues has received a message of being banned due to the plagiarism.
He has realized that he has committed the enormous mistake of copying several messages.
Does it, somehow, can be unbanned?

Also, if it can’t be unbanned.
Can you, somehow, give the hosting rights of topics created by his account to another one??

Also note that posting anywhere else than this thread, like you did here, is a ban evasion and should be rewarded with another ban:

You are banned, as a person. Any account you buy won't be allowed to post either.

As far as I've seen, plagiarism is a permaban - you aren't getting that account back.

Don't copy and paste. Watch what you type. Think for yourself.

I highly doubt it. They may have had a temporary ban for something other offence. Considering you said this is the highest ranked account among you and your colleagues I can guarantee they did not have plagiarism permabans overturned.

we shall all learn our lessons in time.  The banning of this account will be looked upon fondly in the future.  These things happen for a reason so you shouldn't oppose the destiny of the universe.

How many accounts do you all have? I can talk with the admin for a reconsideration, I just need to know the names of your accounts to check the quality of their posts and as a former merit source I know a few things about the quality of posts.

These people are evading bans, I wanted to trick them into giving out their other accounts but you just fucked that up by making me to come clean about my true intention. btw I'm the one who got your ICO buddy aka Gleb's alt aka AGLD tricked and helped The Pharmacist to tag him. Off topic and irrelevant if you would post this in another thread more relevant I would be happy to tell you I give exactly zero fucks about the trust rating on any of Bruno's accounts and who helped whom tag any accounts.   ;)

Now Corporate started creating account in bitcointalk and started posting Twitter bounty reports. Look like this platform is getting very famous.

Since you are banned for copy pasting and it is permanent ban on user, not only on account, so refrain yourself using this account apart for doing ban appeal in Meta.

This is outside of current forum policy, however I believe paying this kind of bounty would be a good way to ensure rules are not broken in the future by this person. This statement is based in part by the fact that users who are perma banned may simply ignore ban evasion rules and create a new account that may or may not get detected, and may or may not be detectable by the admins.

If someone is caught engaging in copy/paste spam, and has 10 accounts, 9 of which did not do this, all 10 would need to pay the bounty to get unbanned, or some of them could pay to unlock only those accounts.

I would argue that a $100 fine would be a bigger deterrent than being banished, especially considering that the later is more difficult to enforce.  

None of the above is an endorsement of any of what the OP does.

I can't just understand how people can be so stupid. I mean: if you have many accounts, all of them spamming the forum and one of them is banned, how are you so idiot to come to meta and try to recover one of your multiple-spamming accounts? We are going to see your activities, tag you and have information about your others accounts...

Seriously, I just can't understand how people cheat the system and, yet, they have the face to come to here (while still cheating) and ask for forgiveness.... ??? ???

It's the stupidity that leads them to plagiarize in the first place--the act of doing it and the ignorance of language that led to it.  They're just further displaying this stupidity by showing everyone that they've never read a ban appeal thread in Meta and thinking they deserve some sort of special treatment.

I ever see hacking accident and the recovery process take more than 6 month !

And for your case, plagiarize  thing is absolutely criminal, I think it's a miracle if admin recover your account !

Money raised from these fines could be donated to charity or otherwise put back into the economy.

The goal would not be to raise money, it would be to deter unwanted behavior.

Quoting for future reference, I wonder if this advice is tag worthy? I remember a few days ago KWH tagged somebody for something similar while that was a misunderstanding, I don't think this one is though. nobody should ever suggest to banned members to go and get a new account. I wouldn't expect anything less from somebody who has the habit of giving access of his account(s)? to other people.

Whatever it is, the user already has many alts (he said it openly). Also, the one he's using to the ban appeal is active and spamming as well, maybe another one from his "corporative (shit)accounts".
Anyway, I concur. This is not a good advice, and, also, this is against the rules.
Whatever. Honestly, you can ban 30 accounts per day and the day after you will have 60 alts.
Let's take that as a sarcasm.
