In US licence is not needed but for example in Finland our process is verified by financial supervisory authorities finanssivalvonta, so with their licence we cover whole EU area. In Europe don't need licence except Switzerland. Only few countries in addition of Europe need licence like Singapore, Korea etc. Licensed means that your process is done under the authorities advises in each country.
