Because btc and eth are down. or other cause. Can you help me know more?

It caused by the price of bitcoin and ethereum were going down. This was affecting the buy support and if there will be no buy support on the market and it will be so easily dumped by the private sale participant or investors. Remember they will always get a huge bonus and this will become the worst scenario.

most icos based on bitcoin or ethereum which is bounded so when these coins are down then icos prices are down too its nothing unusual.

It seems to me that whales act specifically to lower the market in order to capture it as much as possible, but this is not correct and against the basic principles of crypto ...

I agree that the BTC price is dragging down all the other alts, but depending on the ICO in question, there might be other reasons. For example, many ICOs are purely speculative in nature. What that means is that there is no real purpose behind them except to raise some capital, and that's it. Then, it is not difficult to see that after the initial excitement, people will start selling their coins and the price will naturally go down. When there is no real progress, investors lose interest and the project is essentially dead.

Firstly Market condition is bad secondly the token are overpriced which make them to fall like oranges, incompetent team and listing on exchange with no volume contribute to the price selling below price it was sold in ico lastly lack of hype people tend to buy hype project than solution it brings to people.

If you are asking why the selling price of an ICO is lower then the starting price of the ICO, these would many reasons to it one of the common reason is the ICO did not meet the hard cap they set for themselves or there is no market movement after the sale of the ICO. Also it could be that there was a mass dump of tokens of the ICO in the market or lost of interest of investors. If you are asking if it is also affected by the price of BTC and ETH then its a different reason altogether as movement of these cryptocurrencies do affect the entire market.

Aside from that reason which is also true, many investors of the ico are trying to get away and recover their invested funds due to market condition. That is why they are selling it below ico price.

The price fall of bitcoin and ethereum is one of the reason,the other reasons are over valued ICO price no development after the launch,not listed on the reputed exchanges like these causes the prices to fall more and more.
