I have 280 Euro and USD 16 in my Perfect Money account.
Want to buy BTC at the rate of Bitstamp -2%.

Instead of waiting too long you can use https://www.xmlgold.eu/ for fast convert. I think usually people do not make transaction for pm/btc here especially for euro.
