There is no magic that can force an investor to invest in any ico, the only things that matter are quality project, competent team and targetted advertising. Alongwith these active communication by the team with potential investors is definitely a plus.

For the new project I think it's difficult with the current conditions. If you want to make investor interest to invest you need real project who have been running and for several years and made their own tokens to get investors.

I think that promotion is not enough in this bad period...the main problem is not the promotion but the fact that investors lost faith in ICO projects and on the other hand there are too few projects that are really interesting and innovative.

I did experience marketing one ICO and I can say it is really easy.
Mostly you tell about the project and you make it longer just so you could explain a lot better.
But that is the problem actually.
Dont make him wait too much. Just be honest. Tell them about he features of the project and how it will be in 1 or 2 years.
The longer it will take the more they will be bored and not willing to buy.
Make it short and make it wild. Just enough to make them listen to you.

The only reason why people are interested is to give the impression of a project that will be quality and successful. Otherwise, people stop investing, unfortunately, do not even sign up for advertising.

An ICO should deliver a great project even before the token sale starts. I am so tired of projects that are collecting huge money only with a single whitepaper, even without an MVP. It is sad, but the most projects does not present their product even after the TGE.

- Give attractive discount on the time period basis and it needs to keep decreasing after the day by day.
- Bounty campaign need to be managed by trsuted manager.
- Make your project clear and don't cop the similar projects.
- Don't ask for KYC.
- Pre listing your token may increase the chance of investers.

Almost projects don't have a product when they do ICO, so in this bear market, it's so hard to attract investors. But I have seen some projects didn't have ICO, they used their own funds to develop the product then they do marketing it to sell token. 

when you people will definitely afraid of investing in this type of money making way because the unstable will made them more Fear with their investment but while after investment they have definitely some pop with their increment and development with their investment but in the starting stage for investors will definitely median guidance by the experienced people.

Those things are good for bounty hunters instead of investor, they do not really care about the KYC but instead, it is all about its use case and idea.

i'm an investor , buyers deeply analyze about your project , And they read  your whitepaper and also search about the sponsers of your project... If your project is seems to be success in the future then they will buy your ico.
And also they look about the social media updates , (eg - photos of project meetings )

Besides promotions, investors expect the team or developers to give updates always. Continuous developments and active team members gives investors assurance and confidence that this is a great investment. The token sale doesn't only depend on promoters but also on product quality, team effort and team members' dedication are for me the right ingredients needed to successfully market a product or token.

This is actually a complete marketing issue. Any project that can be described as attracting people can be successful. Of course it's important in believability. ICO participation is sometimes able to promise revenue in the short term. This is a very important factor.

I think that by making a Beta before starting ICO can make investors interested. or it can be said to implement ico when the development is in its final stages. so investors don't have to wait long until the platform is released.

I have no experience in marketing ICO, but I assume that one of the important points is well-known personalities in the development team, the finished product (at the alpha version level), which should already be popular among users and project awareness in general.

Why not think about a development that can recover the bottom of these lost ICOs and improve these projects?

I think that the interest of investors now is not to be expected. The main thing that ICO in addition to beautiful advertising was a good product. I think that need simply a good project for attract people and the good advertisements.

Investor might wanna join to invest in an ICO if the bounty campaign was manage by the most trusted and reputable campaign manager in the bitcointalk forum, the whitepaper were all clear and believable, the projects and products must be presented in a clearer way so that investor will be lured right after hearing it.

If you do not have an original idea and a good product, then you will not be able to interest investors in anything. Well i think make a bounty campaign is still best option for the project. Bounty hunter will promote through all social media and other media. But its only for new investor in cryptocurrency. "Veteran" investor just checking the product,team or whitepaper. They already know how to choose a good project.

Bear market is not good to start an ICO. I've seen projects with very good potential but they had difficulty reaching hardcap as people would be hesitant to spend their crypto. Wait for the next up cycle.

for me offering or attracting investors is certainly not an easy thing. the product is very instrumental to attract investors and also the product innovation itself. besides that the project whitepaper must be clear and the project roadmap fits the path. maybe this is the most effective way to attract investors.
