Title: How do I run a miner at half speed

I want to mine with my 5970's at half speed so I do not have to raise the fan speed and have the house sound like a server room.  How do I do this?

One option is to use cgminer.

Set engine speed to half max speed, lower the memory speed, set intensity to dynamic and set fan to 50%.

Use guiminer (or backend) with -s 0.02

This creates a pause and effectively reduces speed and temps.

The sensible approach is using cgminer and defining a maximum fan speed that produces noise levels you find acceptable. Then use dynamic clocks and set a maximum temperature you find acceptable. cgminer will clock the card up and down to match the temperature at your given fan speed.

Some outstanding cgminer-fu from P4! The force is strong in you, my man.

I used this approach to find the maximum acceptable clocks when upgrading my home server into a half-decent mining rig.
As I like to have full control over the GPUs, once I found those clocks, I set them in cgminer's config file, then set the overheat temp at target_temp +3°C.
This way, if any of the fans goes belly up, the card will aggressively attempt to cool itself down and the noise will bring the issue to your attention.

You can sell 5970 and buy a 5870.

There is a setting that will slow mining down to maintain a set temperature. I would recommend that if heat is your concern.
