You as a person were banned, you can create a Ban appeal and post in Meta, but you are not allowed to create a new account and post elsewhere on the forum. Pretty sure your message explained that in the email. Please stick in English so that others will recognized your post. And aside from that, while learning forum rules, please remember that you should never asked for merits.
