It's best if you will know what news will come to that coin. You can base from coinmarketcal or you can try to see their twitter account for news.

People will liquidate their celer for the new IEO and it's too risky to buy celer at this moment consider it has on product and it's fully with marketing purpose only. Look at matic and it get less return than celer and it looks like the buyer realized the manipulation behind it. They only give profits to the investors ot people who got lucky and won the tickerts which thereby means it undergoes a never ending dump. So the investors continue to dump and dump. You can check all their IEOs starting from Bittorrent (BTT) to Matic. So I won't enter as such.
