Because they think they are smarter than everyone. And they are trying to get benefit of the wave of ICO. They think no one is seeing them. Last time i tried to open a Linkedin account i was asked by them to provide a passport or some identification document.

This is low effort. And you mean he is spending money on hosting, domains and creating website, whitepaper and other stuffs to earn few merits? If you are dedicated enough to look for new ICOs in the ANN thread, you would see several projects that are plagiarized and contain at least one fake team members. It just so happened that I had the time and dedication to do such job.
