People usually do not trust newbie and untrusted accounts in here. You should just stick to OTC.
If you are acting on behalf of a client, then better deal with users with the same gig as you. Why not try to send a message to this seller? 

I suggest you should look for btc sellers on currencies and maketplace section instead or use a exchange. 1000btc is a astronomical amount i think there no one in this forum holding this huge amount of btc and if so, i don't think they will sell it you since you are a newbie. Just for the safety of everyone, please use an escrow when dealing with newbies they will likely to scam

You better not go to local boards, raise your concern to the marketplaces so that you can able to find a person you can transact with. You better indicate the possibility of making a good transaction because like having an escrow for the payment,also you need to indicate your buying rate. But I do suggest you better buy on exchange and not to a P2P transaction.
