Hello dear administrators! I want to raise the question of why my accounts are being blocked? After all, I pay you in bitcoins for creating an account, but it turns out so that you then block it for the content of supposedly plagiarism and spam! But what plagiarism can be when I just report on my tweets and retweets to participate in the bounty! After all, how can this be considered spam or plagiarism if I do the work, which is the point of the forum, and you will ban me for this without using it! You only have to pay if your IP has collected Units of Evil already, and that doesn't mean you can't get banned again.
So my guess is ban evasion: if one of your accounts is banned: YOU are banned as a person. Creating a new account isn't allowed (except for posting here in Meta to complain about your ban).

25. If you get banned (temporarily or permanently) and create a new account to continue posting / sending PMs, it's considered ban evasion. The only exception is creating a thread in Meta about your ban.

Lol, not if your accounts are all banned.  In that situation, you're done on the forum.  No bounties, no campaigns, and no posting except in a ban appeal thread in Meta which would be this one you created.

Very true and OP probably believes this is a pay-for-spam work site or something.  It isn't.

25. If you get banned (temporarily or permanently) and create a new account to continue posting / sending PMs, it's considered ban evasion. The only exception is creating a thread in Meta about your ban.

What you need to do is go back to your original account and figure out why it was banned.   Not this account.
What was the original ban message for account Dubrov12? That would be the account you need to appeal from.

If there was a mistake with the original account you could have it overturned. That is the only route to be able to participate on this forum.

Your OP is talking about the ban for user Hrome. That account was banned because it was linked to a previously banned account Dubrov12.

So if you plagiarized with the account Dubrov12, you need to try and appeal it. Though for this you need to show that you are a net positive to the forum in some way.

So whichever account you first got banned for Plagiarism with, is the account you need to make an appeal with. You can also ask which post actually got you banned in that thread and someone will find it. It doesn't look good that you went out and tried to circumvent the ban by creating a new account, but you can still try and appeal.

Now, if you want to be unbanned, start by creating a long list of all the good things you've done for the forum:
If you think that a ban should be ended, make your case in a new topic from a "good for the forum as a whole" perspective.

This horrible laziness probably explains why you got banned in the first place and pretty much guarantees that you're not getting unbanned.

It's not about the matter of time or what account you are using now the important thing here is your account, Dubrov12, is banned and creating another account for posting is considered as ban evasion if you are posting outside of the meta board.

In the future I will not have these problems and deviations from the ban? I’m not evading now!

You won't have that chance if you aren't cleared with your banned account and your only chance of lifting the ban is by having a ban appeal which you can post in the meta board as well. But in your case where your other account is banned because you are ban evading you are highly unlikely to get an approval with your ban appeal.

This was the same case happened to me before, I am glad my account hasn't been banned. If and only if you became true to this forum, the forum itself will forgive you.

I once cheated on bounty campaigns before, but what I did is to let go all of the accounts and come back clean with just this one account. Now, I am a full member in just a month and I am happy I can contribute freely to this forum knowing that I am not breaking rules ever again.

This forum isn't the same forum you can just easily take part into. Your account is a depiction of you. So as long you have the chance, do something good.
