You can also use [CLUB] The SpamBusters! Busting rule-breakers constantly (https://bitcointalk.org/index.php?topic=4720640.0) thread to report something like that. Some are already spamming their nonsense there, in order to get the reward. In most cases such threads gets deleted when reported.
