This post is on the wrong board, it's more suitable in reputation or meta

Scams are not moderated by the forum, so the user would not be banned for attempting to deceive others.
• You can report the posts to the moderator (option is at the bottom right corner of each post), if they contains malicious links, or are off topic, the posts would be deleted and the user likely nuked if they have low activity.
• You can create a scam accusation thread against them, you would need actual evidence to do this.
• You can also use the trust feedback and flag system. I am of the opinion that users whether on DT or not should give feedback if they suspect an account to be untrustworthy.

I'm not sure why you're asking this question in Politics & society board. It belongs to Meta board (or Reputation).
But anyway, in link given by you, user didn't made bannable offence. As said above, scams aren't moderated here and it's left to trust system. If you believe that user is trying to deceive people, you have to start scam accusation against him and Default Trust members (DT) will leave negative trust rating. You also can also make trust flag against him https://bitcointalk.org/index.php?topic=5153344.0
Such users only can get banned when they are spreading phishing links.

If you see a scam... and, more importantly, you have proof/evidence that it is a scam... then you can create a new post in the Scam Accusations (https://bitcointalk.org/index.php?board=83.0) board.

Please make sure that you read this thread first!: Scam Report Format (Use it to make scam reports properly) (https://bitcointalk.org/index.php?topic=260073.0) and then format your posts accordingly, providing all the relevant information. Don't forget to use https://archive.is/ to make archives of posts etc so the scammer can't just delete the posts!

Also, if you see blatant scam posts in other peoples threads (like linking to malware or fake websites), you can click the "Report to moderator" link on the post. That will hopefully get the post deleted and the user banned.

The profile you are talking about is that of zkaiz (https://bitcointalk.org/index.php?action=profile;u=2435399), and although the post you referenced in the OP has been deleted (the post, or the entire thread), he still holds a couple of posts with similar content.

Now reading those posts, I personally would not have the slightest interest in the bot he is offering: The description is close to null, he diverts all conversation to (scam) Telegram, the account bears no reputation whatsoever, and so forth. All the signs point to it being what you said, and one would probably end-up making a payment of some sort, and may even give him access to your Exchange account’s API, with a foreseeable lame result.

Alas there is no proof, and what may be fitting in these cases, is to wind-up the guy to disclose information publicly on the forum (or Telegram + capture). The guy will probably fall into plenty of errors of concept and/or contradictions, and that will serve as a basis with a bit more ground to formalize the accusation.

Note: You've got a duplicate entry, there being another thread created here on Beginners & Help (https://bitcointalk.org/index.php?topic=5262340.0) with the same content. Duplicate posts are not allowed, so you should really lock either of the two threads.

The post is now deleted, next time if you find something wrong or you want to report a thread or a site, archived it so people will still see the site or the thread even if OP deleted the topics this is what the people in the scam section are doing.
