Hello, I wanted to know about electrum, how to synchronize your wallet created on your PC with your smartphone on the android version of the software ?

Import the seed phrase generated on the desktop Electrum to the Android electrum wallet and that is all after the electrum wallet sychronized with the blockchain. But, know that the Android Electrum does not sychronized with the desktop Electrum, but both sychronized with the blockchain which makes their balance and history and everything about the wallet to be the same.

Know that the chances of your wallet to be compromised increased as you have the same wallet on two online devices. I will advice you to use one, only desktop Electrum wallet is better.

Alternatively, if you want to use Electrum on Android and you want to monitor your wallet balance for safety purposes you can import only the master public key.
You can find the master public key(xpub/zpub) under wallet>information copy it and import it to your Electrum Android. It will create a watch-only wallet.
This is just for safety purposes if you don't want to expose your seed phrase.

you can also create a transaction from your watch-only wallet, sign the transaction in your Electrum PC, and broadcast it.

If you mean to sync the descriptions in the history and addresses: You can use "LabelSync" plug-in.

In Desktop, you can access it via: "Tools->Plugins->LabelSync" (you can force upload/download to sync immediately)
In Android Electrum, it's in: "Menu/...->Settings->Label Sync->Enable" (need app restart after enabling)

With that, your labels will sync across devices as long as the wallet has the same "master public key".
It doesn't have to be a wallet with seed or have the same wallet name.

Download Electrum from playstore then follow my steps:

Create new wallet == I already have the seed == {enter the seed}

That's it, your wallet from your PC will be completely accessible from the mobile application itself.

The Android and Apple app stores are often filled with fake and malicious apps, and so simply "downloading from the playstore" is often bad advice. Newbies in particular don't know what to look for to differentiate the real app from the fake ones.

At the very least, you should visit electrum.org and follow the link from that page to the playstore app. Much better, though, is to download the .apk from that site to your computer, verify it, and then transfer it to your phone for installation.

In this way, you will increase changes of hacked, risk losing your money and weakening your privacy.
The best way is to import your master public key to your android wallet where you can track that wallet from the Android app.
alternatively  you can do that using explorers such as blockchair

To be fair, this harms the privacy just as much as importing the seed into a mobile wallet.

The difference here is the security aspect (less attack surface, less bugs/vulnerabilities) not the privacy aspect.

You can also use it the other way around:

1. generate seed in Android phone or tablet, keep this offline
2. copy master public key to computer, computer acts as watch-only wallet and can broadcast.
3. you can use "show QR code" from the computer to show the transaction, then scan it from your phone, then sign it on the phone, then show another QR code to another device (or computer) to broadcast the transaction.

If the phone or tablet never connects to the internet, you have your cold-storage solution right there.

I actually use 3 devices, my desktop (or computer), an offline tablet, and an online tablet. Only the offline tablet has the seed or private key, the other two are watch-only.

This thread also help me a lot. Thank you very much for all the comments and explanations. I was about to create a thread for this particular issue although there is a slide different from this thread. The one I wanted to create is, " How can someone create electrum wallet on PC. but from the explanations I have gotten want I wanted. Once again thank you all. That is why reading is good. But the problem I have is the windows. I am using windows 7 not 8. so what shall do?

Since you've mentioned that this thread already helped you, then what's the current issue? (since you didn't mentioned it)
This thread BTW is about synchronizing two Electrum wallets between different systems, it's quite not about "creating electrum on PC".

Upgrade to a newer version of windows or move to Linux whether install it or you can run it live (remember to keep a backup of your wallet). Although it is not recommended but you can also use a slightly older version of Electrum if you can't install the latest version but you won't get the latest bug fixes or new features like LN. Version 3.3.6 has been working fine on Windows 7 and it didn't have any serious bugs.

I don't think Mate2237 needs to use such an old version of Electrum, does he? The support for Windows 7 was officially dropped with version 4.2.1 (https://github.com/spesmilo/electrum/blob/master/RELEASE-NOTES).
This GitHub post (https://github.com/spesmilo/electrum/issues/7728) confirms that version 4.1.5 still works with Windows 7. And if not 4.1.5, I would try with some of the older 4.X.X versions before going all the way down to 3.3.X.
