Op, the forum time is located on the top right part of the forum. I checked other users too and confirmed that the local time is same for them all. I guess both the local time and forum time displays same thing.

In your profile, under Look and Layout Preferences, you’ll see an option to set the time offset with regards to the "forum time". You can adjust it there to meet your country’s timezone (*):
https://bitcointalk.org/index.php?action=profile;u=3526239;sa=theme (link that will work just for the OP)

The "forum time" shown in the caption in the above said screen states that it is currently September 13, 2023, 12:04, which is UTC (forum time is therefore UTC).

(*) i.e. New Delhi is UTC+5:30, which requires you to type 5.5 in the offset field.

The forum time is UTC time zone as shown by DdmrDdmr, so manually checking it and comparing it with your local time will help you to get it. But be careful not all campaign managers actually uses the UTC time zone some make use of the CET time zone Example is Hhampuz. The CET time zone is two hours ahead of the UTC time zone. Compare the two with with your local time zone to get the right idea of it. If you’re confuse just goggle it

Is it  that simple?
That's stupid, I haven't seen so many small things. I have been on this forum for 9 months and I had forgotten about this corner of time that I saw when I first registered on this forum.
I was finding "forum time" section here:

https://i.ibb.co/pz9sBwZ/gthd.png
it's an interesting section on the bottom of the forum to dive in.

The forum time may not have to work with your own local time in your country, what i expect from you is to know that the forum has the same time which you can view if you're on the forum regardless of the board you're, just look up by the right hand side and there you see the forum time and date, you can also view through your profile, you also can check under your profile look and preference and adjust to your own local time if you want.

Forum time is subject because you can change it base on the time zone you preferred. You should pay attention on the time zone given by the campaign manager to make sure you are using the correct time format.

The default forum time on my account when I created is UTC but some manager use different time zone so you can adjust it on your Look and
Layout Preference on your profile.

No. Not all users have the same local time in their profile.
As already said by others above, you can change your time offset. If a user has done so, the local time displayed on his/her profile changes too.

See theymos profile (https://bitcointalk.org/index.php?action=profile;u=35).
The local time in theymos profile is 6 hours behind the default forum time.

I knew about time offset and how to set it for my profile local time but I thought it only display in my profile when I login the account. I did not know that other users can see my local time too. I learned it from you today, thanks.  :D

When in doubt, check the latest post in a private browser window. It'll give you the forum time.

The website's time zone is based on UTC+0 if I'm not wrong, but anyone can change their local time based on their own country's time zone. When you have changed your local time zone then others will also see the changed offset instead of the forum's default time zone.

I was finding "forum time" section here:
Yeah, it is that simple, Well do not worry, we all ask questions that seem difficult but answers to them are in front of us all the time. I hope now you looking at the right corner to observe the time. And the section where you were finding the forum time, is really a good place, you can find some decent topics there. Like the recent ones. But TBH, I never used that section for anything at all. As, recent section, consists of Bounties-related posts most of the time.

In your profile, under Look and Layout Preferences, you’ll see an option to set the time offset with regards to the "forum time". You can adjust it there to meet your country’s timezone (*):

That's good and new information. Thanks for it, But I already gotten used to the forum time and I have compared the Forum time with my local time, so Now I have no problem understanding the time.

I was finding "forum time" section here:
No, it's not.
It adjusts your account's time setting if you change it, not the forum's default.

When in doubt, check the latest post in a private browser window. It'll give you the forum time.
Ninjastic tool also displays post history based on UTC time.

If you are in the signature campaign, it is always advisable to set the timezone according to what your respective manager uses for the cut off time of the posts. For Example, I am in the campaign managed by Hhampuz so I have set my time Offset as +2, in order to meet the CET Time zone.

In this way, you will never have problems in post counting as your forum time will tele with your's campaign manager's time set for the weekly posts deadline time.

When did he start doing that? Based on my past participation in his campaigns he uses the forum default timezone as the cut-off.

It is safe to assume that if a manager doesn't explicitly tell you to set your timezone according to theirs, then they will use the forum's default timezone. If you're too lazy you can also check your post and see the timestamp when it was registered on the forum (assuming you never touch the timezone setting). CMIIW.

I don't know when he changed from forum time zone (UTC) to his custom time zone.

If you don't have a very bad, busy week, you will not wait till last 2 hours to make your posts just to reach a required number for that week payment.

Hhampuz includes this message in his campaigns. He uses CET time zone. Start and end days of his campaigns can be different but time zone is always CET.

Each Payment will be sent to you on Mondays (Weeks will run from Mondays to Sundays CET Timezone).
Search with Google for time conversion from CET to UTC time zones, I easily find this information.

Central European Time is 2 hours ahead of Coordinated Universal Time

yes, the websites time zone is UTC+0 and I prefer not to change the local time because local time, i can see on bottom right of my desktop, and UTC time on top right corner of the forum, most signature campaigns and contests use UTC time zone, just some campaign managers uses other time zones.

OP seriously where are you rushing to that you're so concern about the time?😅

The time you see from the provided image is the main time, like they call it FORUM TIME and I believe it can never be the same as that of the time you have at home so it can be a minute late or an hour ahead or late.
Like mine is 1 hour ahead of the FORUM TIME
When it's 1am in my country time it will be 12am on the FORUM TIME so mine is ahead of the FORUM TIME

So that's how it works and I hope you've gotten where it is and how it works so that you won't get confused, happened to me though.

Good point.

Local time is what you really know, with your clock, watch or on computer, you don't need to change it in your forum setting.

Know what time zone a manager uses and simply remember it or if feel hard to remember, write it down and stick it on your working table.

You can click on a manager profile and see his local time like Hhampuz.
https://bitcointalk.org/index.php?action=profile;u=881377
His local time is +2 of forum time.
