They already are allowed.

Local councils in the UK are even introducing their own altcoins http://www.telegraph.co.uk/technology/news/10734073/Hull-Council-printing-its-own-money-by-paying-digital-cash-for-voluntary-work.html

Didn't the UK release a notice about how UK citizens do not owe taxes on digital currency that they mine? Wouldn't that obviously mean that they are already "allowed?"

The UK treats virtual currencies just as it would any other currency.

The latest HMRC guidance states that anyone can buy, sell or mine virtual currencies in the UK.

It also states that taxes are due on selling anything priced in virtual currencies just as they would be if you offered something for sale in the UK in euros or dollars. If you mine in the UK then taxes are required on the profits from mining or if you buy and hold virtual currencies and profit then you are taxed using the existing Capital Gains taxation.

Allow as a currency Cryptocurrencies

Responsible department: Her Majesty's Treasury

Hello, The government must allow Cryptocurrencies to make the UK more modern. To do this it will give more business opening and more businesses will start here. This could make the economy more stable and more job open for people. Also will this people can pay Cryptocurrencies as a form money to the Transport for London.

Who is this "Milad Laly"? Is he or she actually in the UK? The grammar is all over the place.
I would love to see high street shops and mail orders accepting Bitcoin, but I don't see buying a travel card with Bitcoin though  ::)

A couple of decades or so ago I would have said that Milad Laly was someone who used English as a second or third language.

Now I would suggest that they were a fine product of the UK educational system.

this is another FUD spreading exercise to attempt a price drop.

stage 1. start a petition that is not even needed
stage 2. get press involvement and trick them into believing its needed
stage 3. government tell the OP its not needed and they wont process the petition
stage 4. OP twists the words and says the government has declined to allow bitcoin acceptance petition
stage 5. the FUD starts flying that bitcoin is banned, when the truth is the petition has been torn up due to waste of time

Even if I agreed it were necessary, which as others have pointed out it is not, I would never sign such am appallingly worded petition.

Also why does the OP say "England"? Are the people of Scotland, Wales and Northern Ireland not to be allowed to use crypto?

I suspect the poster above is right and this is someone not from the UK (hence the conflation of UK to England) trying something for their own ends.

Well I would prefer to keep government as far away from cryptocurrencies as possible.
