When was the deal? BitCoins transfer nearly immediately. It's the confirmations that hold up using them. Your "recommended fee" is just when you send BTC, it has nothing to do with coins sent to you. That would fall on him. If you don't receive them in the next 24hrs or so, I would get in touch with PP to get your money back. Even though the *higher* risk was on him because of chargebacks, this is the sort of problems from using PP. I would avoid it in the future.
