The officers have control on when to turn them on/off. Overall is a good idea in my opinion because people while dealing with the police usually are not that nice either.

They can beat you up, shoot your dog, taze you to death even up to shooting you to death or even shooting at you being the wrong person in a wrong vehicle and they get away with it with just a few little words "I feared for my life" they are scott free with a small week suspension.
