Why not have new users send a security deposit to a Bitcoin address, which activates their forum account, and if they're good forum citizens (not spamming), they get their deposit back after X number of posts. No need for board restrictions. No problem with spam (too expensive for spammers). And no aggravation for legitimate newcomers.
