Title: including escrow in bitcoin transfer

I want to buy something from someone and pay them in bitcoin.
I have heard there is a way I could send them the bitcoin and
it requires 3 signatures that would serve as an escrow that they
will provide the service they agreed to.  How do I set that up?

That would be certain altcoins that have this function built-in. However, you can just use monbux's escrow (it's free!)

Contact an escrow provider and ask if they are willing to use a 2-of-3 multisig escrow address.

Then contact the other party and make sure that they know how to acquire their public key and how to sign a multi-sig transaction.
