The point of MPEX is to have a larger party (a separate exchange, broker, etc) to pay the 20 BTC and then charge people wishing to buy a percentage. One exchange could pay 20 BTC and have 100 traders behind it, the income would still be 20 BTC regardless of how many people trade behind it.
